I think I'm mixing it up with QuickTime Pro, which I think has a film noise filter. I googled "flash film noise" and "flash film scratches" and found several people requesting examples or .fla files, and I found one .fla file that has film scratches as part of the project, and the sample looked good.

That is delightful! But it still needs some fake projector gate hairs and film scratches! (Does Flash have "film noise" as a filter?)
